Development prospects of all-season resorts in the NCFD were discussed in the Ministry of North Caucasus Affairs of the Russian Federation

A meeting on the development of the tourism cluster in NCFD and interaction between the Ministry of North Caucasus Affairs of the Russian Federation and Northern Caucasus Resorts JSC, in terms of increase of investment attractiveness of all-season resorts in the region, was held under the chairmanship of Sergey Chebotarev, Minister of the Russian Federation for Northern Caucasus Affairs.
The meeting was attended by Olga Rukhullaeva, Deputy Minister of the Russian Federation for Northern Caucasus Affairs, Igor Kozhin and Mikhail Razvozhaev, Oleg Khatsaev, State Secretary - Deputy Minister of the Russian Federation for Northern Caucasus Affairs, Khasan Timizhev, Director General of Northern Caucasus Resorts JSC, and also heads of specialized departments of the Ministry of the North Caucasus Affairs of the Russian Federation.
‘Interaction between the Ministry and development institution shall be boosted to increase effectiveness of work for development of the sought-after tourist infrastructure at the all-season resorts, improvement of investment climate,’ Sergey Chebotarev noted.
During the meeting, Khasan Timizhev, Director General of Northern Caucasus Resorts JSC, told about the current status of three all-season complexes: Arkhyz, Veduchi and Elbrus, including about their compliance with indicators of reference resort. The perfect model provides for 4 ski lifts, 30 km pistes and accommodation of 2,000 persons. Reaching these indicators makes it possible to ensure achieving the operating profitability of the resort.
At the meeting, management company’s working strategy for medium term, plans for ski infrastructure development at the resorts and construction of commercial service facilities with involvement of private investors were presented, to make it possible to achieve reference indicators. Financing of these measures is envisaged by Resolution of the Russian Federation Government dated July 21, 2018, No. 856, that provides for targeted distribution of funds of the federal budget. The total amount of budgetary investments provided for in 2018 for implementation of the project of the North Caucasus tourism cluster, is RUB 4.28 billion, and in 2019-2021 RUB 4.5 billion yearly.
During the meeting, possibilities for extension of measures to support projects of residents of tourist recreation special economic zones were discussed, that would make it possible to increase the investment attractiveness of Northern Caucasus resorts. In addition, the financial model of operation of NCR JSC and mechanisms of optimization of activities of the management company were presented.
