The first of Arkhyz ATRC residents will receive a subsidy for credit interest

The Ministry of the Russian Federation of the Northern Caucasus Affaires decided to grant the subsidy to Tramplin1650 company, a resident of the tourist cluster in the North Caucasus Federal District, to pay interest on the loan financing attracted for implementation of its project. The corresponding order of the Ministry of the Northern Caucasus Affaires of Russia was signed by Lev Kuznetsov, Minister of the Russian Federation of the Northern Caucasus Affaires.

Tramplin1650 will become the first resident of Arkhyz ATRC to get right to the subsidy, Andrey Reznikov, Deputy Minister of the Russian Federation of the North Caucasus Affaires, said. ‘This company has established itself as a responsible and reliable partner in the implementation of the tourist cluster project: it is one of the first to be actively involved in the development of business infrastructure at the site of the resort. In addition, Tramplin1650 plans to create 200 jobs within 5 years and increase tax deductions of up to 50 million rubles. The amount of the approved subsidy will amount to 41.8 million rubles for 7 years. This is 8% of the amount of investment made by a resident company’, Andrey Reznikov explained.

Now Tramplin1650 manages a fast-food restaurant in the Lunnaya polyana tourist village, Oleg Gorchev, Director General of JSC North Caucasus Resorts said. ‘The Restaurant was commissioned by winter 2015/2016 and became a cosy seating area with stunning food quality, excellent service and splendid views of the slopes for the guests of Arkhyz’, he said. In the next ski season, the company plans to commission a multi-use restaurant and entertainment center in the Romantik tourist village. The center will ensure ‘compliance with the already established high-level standards of hospitality and service’, Oleg Gorchev assured.

The total investment of the resident in accordance with the business plan amounts to 520 million rubles. Out of this sum, the amount of attracted credit resources makes up 55.8%, i.e. it does not exceed 70% of the cost of construction, which meets the conditions for granting the subsidy.

The Government of the Russian Federation in its Decree No. 463 dated May 25, 2016 approved the arrangement for granting of subsidies for residents of tourist and recreation special economic zones composed of the tourism cluster in the North-Caucasian Federal District, Krasnodar Territory and Republic of Adygea. The federal budget funds are being allocated for reimbursement of some part of the interest on loans, attracted by SEZ residents for construction, reconstruction and revamping of capital facilities and equipment purchase.

The subsidy amount is calculated on the basis of 100% key rate of the Central Bank of the Russian Federation in force at the conclusion of the subsidy contract. The subsidies cover the reimbursement of some part of the actually incurred and documented costs incurred by resident on the payment of the interest on loans obtained not earlier than January 1, 2014.

When considering residents’ projects, the financial and budgetary efficiency thereof, the number of jobs created and average wages of the resident’s employees, and a number of other parameters shall be taken into account.
